How this is worked out
Points come from your net score on each hole, against par:
net score = strokes taken - shots received
points = 2 - (net score - par), never below zero
So a net par is 2 points, a net birdie 3, a net bogey 1, and a net double bogey or worse nothing. Shots received come from your course handicap and the hole’s stroke index: one shot on every hole indexed at or below your handicap, and a second once your handicap passes 18.
Worked example. A 18 handicap on a par 4 indexed 5 receives one shot. Six strokes is a net 5, which is one over par, so 2 less 1 is 1 point. Five strokes is a net par and scores 2. Nine strokes is a net 8, four over, so nothing.
Why 36 is the number
A golfer playing exactly to their handicap makes a net par on every hole, which is 2 points eighteen times over. That is why 36 is the benchmark and why the format is readable at a glance: above 36 you beat your handicap, below it you did not.
